Apart from the headlight clusters, it doesn't resemble a HiAce in the slightest - the size and angle of the front end are completely off. I think it's rather based off a Ford Transit - with particular emphasis on the dual cowl vents and the side indentations. The hood matches that found on the '91+ models, while the rest of the front-end has a home-made look about it, which explains the presence of '94+ HiAce headlights. |

It does have the silhouette of a MkIII Ford Transit. |

Would go with MkIII Transit too unless there is a special name for it because it's a riot police van. |
