 Composite 80s BMW... rather 3 [E30] than 5 [E28] series, I'd say.

 But if only a little bit realism should be there, it's rather a 5-series. This was -still is- a popular German police-car, not the 3-series, even not as four-door.

The cars above have the colours of the Bavarian police. In Bavaria BMW is -surely- very common. Sometimes cars from "Prussia" -so everything German outside of Bavaria- aren't accepted there.

@walter: yes, Audi is "Bavarian" in Bavarian eyes, too.

 I've seen the series, and few first episodes are set in Düsseldorf and I think the 1st episode timeline is set in 1986.

 Ingo is right: front details expose the drawings as being inspired by E28-series.

They actually seem to have Munich plates, although the scene is set in 'Little Tokyo on the Rhine'.

 Ingo says above that the cars are in Bavarian police livery. The animators probably worked from a photo of a Munich police car and copied the number plate along with everything else.
