Yes, it's a Crown. These ones are quite common as chassis for funeral vehicles in Japan.

A Crown of that generation would have a more flatter hood, and the suspension would be lower

Definitely not Toyota Crown. I think this picture is distorted which makes the car look tall and narrow.

Re Animatronixx comment about funeral vehicles. You might find that even though they look to be based on Crowns and other luxury vehicles, underneath they are often something mundane like a Hilux pickup or similar with a small engine and just the front sheetmetal of the luxury car. There is one in a collection here in NZ that looks to be based on a Century but is a disappointment under the hood.

Yes, I know ;) These upgrading habits in the funeral car business are common throughout the world, as it seems (AUS: Ford Falcon -> LTD, Europe: MB W124 -> W210/ 211 or even worse etc.), but the Japanese also convert real Crowns, Centuries, Debonairs etc. in huge numbers. But you're right: Many Japanese hearses pretend being somebody else than they actually are. A very strange RR-Silver-Shadowed Nissan Patrol Funeral Coach comes into my mind... First I thought it was a joke, but it wasn't.
