It is a GAZ 41-08 SA-9 'Gaskin' (1966).

'Gaskin' the NATO code name for the SAM rocket.

SA-9 also is NATO designation,its "real name" is 9К33 "СТРЕЛА-1".

SA-9 and moreover "Gaskin" is NATO designation. Actual name of SAM system on it is 9К33 "Strela-1"
