I'd lean towards it being a Plymouth Fury, judging by the lack of Dodge emblem.

Despite the lack of a hood ornament, this one appears to have a CHMSL (thumbs 4 & 7) and black wipers, so I think it's a late model. The one tail shot looks like black trim around taillights, which is a Gran Fury trait.

It's hard to find any info on what Pittsburgh PD used in the early '80s. In the late '70s, they used Plymouth Furies and Plymouth Volares, and in the mid-'80s they started using various FWD GM models (equal parts Chevrolet Celebrities, Pontiac 6000s/Bonnevilles, Oldsmobile 88s, and Buick LeSabres).
