Even in the early 80s, New York was still recovering from the crisis of 75. So, alot of public services suffered a lack of public funding, i.e. rubbish sometimes wasn't always collected on time/date. So it was a common sight in parts of NY to see mountains of rubbish bags on the pavements waiting for collection.
