1939-47 Dodge Job-Rated stake, or Fargo equivalent. In both case, with medium- or heavy-duty wheel rims. The picture is not clear enough to see any detail that could help to give a better MY than the default 1939 one. As 1939 model, it is a T-series (V-Series if a 1940 MY, w-series for 1941-47 ones). And as 1½-ton and 2-ton have the same wheelbase as stakes, it's impossible to identify which exact model this one can be.
