 It's a Chevrolet P-30 using an Union City bodywork.

 1992-1996 Chevrolet Step Van UCBC [P30]. Workhorse started producing these in 1997.

 From further research it seems they started with rectangular headlights then, during 1994, moved to round ones as here. 1994 vans can be found with both types of light.

The GMC version was still available so Chevrolet can only be a default identification.

As far as I know they went with both in the beginning and by 1995, they went by UCBC before Workhorse took over in 1997.

Then pre-Wokrhorse vans in this design could be listed as UCBC Classic.
