Why would the Russian (or whatever country this is) police have a Ford Crown Victoria? They're not even sold there.

They are really donated there. These police cars are quite old, even a 2000 model is yet 10 years old by now. Especially the USA often has high standards on their police cars and changes them after some years for new models. The Ladas provide no comfort at all and are hard to drive, so Russian police officers are really glad when they get the chance to drive a Crown Victoria (which is a huge improvement, especially if you drove an old beaten up Lada before :D ). There are sooo many old used police Crown Vics in the USA, and some are also exported to Russia ;) (same for the more rare Mercury Grand Marquis)

The main reason why the Crown Victoria is not being sold in Europe is that the car is very huge (too huge for usual parking spaces and for the roads itself). However, Russia is very broad and wide, so a Crown Victoria is here an excellent choice for a police vehicle ;)

I,ve seen a couple of newer (2009) Mercury Grand Marquis for sale in sweden.
I guess they were privately imported.

I've also heard that RHD cars from Japan are being imported to Russia aswell for use as police cars.

On AutoScout24 you can find some Crown Victorias and Grand Marquises. (Even a former NYC Taxicab and a police car from California, I think) ;)
There are really some European enthusiasts who like American cars (including me, but I am only 18 and can't afford one) and you can sometimes (rather rarely) even find new ones which come kind of straight from the factory.

I think I saw a Grand Marquis today. I was a bit confused at first because it had a personalised registration with a B prefix, so I thought that it was a 1980s model.
