Looks like a Mobil with the headlights mounted down low instead of up high: /vehicles.php?make=Mobil&model=Street+Sweeper&modelMatch=1&modelInclModel=on

Agree, it seems to be a modified one.

Curiously, this one has both USA and Italian indicators...

This is an Italian Mobil sweeper, that's why it has both American and Italian indicators. The Conveyco and Athey products corp distributed their products in some certain forgien countrys including Italy. For some reason, all Italian Mobil sweepers have their headlights on the bottom of the front nose as well.

Does it has to do with the Italian's legal headlights height?

IT probably dose have to do with the Italian's legal headlight height. I have seen images of other trucks in Italy, and I remember that about all of them have their headlights on the bottom. I don't exactly know why.
