The press release linked by Gamer earlier mentions an "Estilo" package, which consisted, among other things, in painted bumpers and bigger wheels: https://www.veikl.com/d/Seat-Arosa-Press-Information-1997-EN-38499/18 Also, I'm sure painted bumpers were available since the beginning, I've seen many early Arosa with colour coded trim.
