 No. In Italy 90 % of the Beetles sold in those years had this option: USA bumpers, available directly by the VW dealers in Italy.

 It was the bumper for the better equipped "Export"-version (but available in Germany, too. For extra charge, as usual at Volkswagen in all decades...)
