This is a true 9C3 (police) Lumina based on the hubcap style and dual exhaust. These were introduced in 1997 to take the place of the Caprice.

The Lumina 9C3 was introduced for the 1995 model year.

No it was not: Link to "www.autonews.com" -article states it debuted for 1996 (MY 1997) after the caprice was discontinued.

1998-1999 by this comment:
GMlover wrote This Lumina LTZ is either a 1997 or 1998. It only has single exhaust on the passenger side so it is a 3100 V6 model. This LTZ appearance package with the 3.1 was only in 97 and 98. All 1999 models were 3800 V6s.

Also, for 1997 Light Driftwood/Light Pewter was not available by the brochures.
