It's a Cadillac. Bumper and windscreen allow the conclusion it's bullet-proof. I'd say Armbruster Stageway.

For what it's worth, the limo has a Russian diplomatic number plate. (It's a replica -- the font isn't quite right.) According to http://www.geocities.com/avtonomer/diplomatic.html the code 526 belongs to the "Taibei-Moscow Commission" -- actually the Taipei-Moscow Economic and Cultural Coordination Commission, Taiwan's pseudo-embassy (http://www.mofa.gov.tw/webapp/ct.asp?xItem=341&ctnode=790).

Incidentally, the authentic font for Russian number plates is at

1983-84 stretched Fleetwood Brougham. Probably Moloney:

The used the four-eyes in 1983/1984. GM didn't put the composite single headlights on the large Cadillacs until 1990.

This is a Cadillac Brougham, not a Fleetwood.

Does this car have some sort of European export market headlamps that use the dim running lights for daytime use? The 90-92 US cars with the composite headlamps do not look like this when illuminated.
