Maybe not ¨for France¨ but indeed a decal used for a car registered in France (fake or real plates?) when driving abroad. For the ¨made for¨ issue, it could be ¨made for EU¨ (once again, Europe, not the E.U.) which would not be added here, but if you choose to make a guess it could also be ¨made for F¨- the selective yellow headlights (this is where the guessing comes in) were still mandatory in France by 1987. |

IIRC, this scene was filmed in the Czech Republic. The number plate is a prop. it has the same font as the fake Swiss plates on Marie's Mini: /vehicle_345-Mini-Mayfair-ADO20-1989.html |
