I first thought of a Velocette LE because it was a widely used police motorcycle, but they usually didn't have a large fairing like that. So my next guess is a Triumph 3TA Police. |

This is a Velocette "silent" LE - the giveaway is the shape of the rear plate and the distinctive paniers. The front fairing was quite common on British police models. |
