So still possible a late Dyna [Z] or an early PL 17. I think the steering wheel is quite dark, and 1961 was the first model year with ash-grey wheel (and dashboard) instead of ivory colour. So this will be a 1961 (only) PL 17 [L4]. I can't be sure about the trim level, though...
