It may have DRLs or it may not, This shot could have been captured just as the high-beams are on as part of a flash as some departments do use this in-conjunction with the other emergency lights. Or maybe some police vehicles are equipped with DRLs when the rest of the emergency lights/equipment is added. |

good point ford_guy on this example the headlights might be on (high beams) and the right parking light could just be burnt out (as we cant see the left light) |
