Could it be a Jetta customised with round headlamps from a European Golf II? (North American Golf IIs have rectangular headlamps.)

The majority of Jetta´s has got rectangular lights, and I don´t think that they use a customized Jetta as a police car.

Remember that the film was shot in Canada (except for some second unit or stock footage). For a scene set in, I guess, Spain in the 1980s or 1990s, the producers would probably accept any car that looked vaguely unusual to American eyes. I would guess that someone had a Jetta customised with round Golf headlamps and whoever sourced cars for the film rented it thinking that it was an authentic European version.

The US-Jetta- and Golf-freaks are loving this "European style" and pay money for these parts - which in Europe are absolute worthless rubbish, junked in masses every day (as these cars itself, too). Maybe a nice business-idea, to export Euro-spec VW-parts to America. There you will get some money for, here not.

I suppose this is meant to be Portugal, where Rowling lived in the early 1990s. She married a Portuguese man, but they divorced in 1993 and she moved to Edinburgh to live with her sister.
