That's the rule since always, don't duplicate the shot for background vehicles. They can all be identified in the comments. Unless they are particularly rare.

The rule is rather to avoid having a bunch of entries using the same picture as it clutters up the movie page. Duplicating the frame once or twice is not to be frowned upon.

Well the fact that it is the exact same frame or that it moves by two pixels does not change anything.
As Lateef said, it is to avoid having a bunch of identical pics on a movie page.
So one duplicate from time to time is not a problem for rare vehicles and/or interesting vehicles and/or very visible vehicles.

so are those fire truck particular interesting to keep this ?

if even MarcoB has problems ID italian fire trucks it means they aren't that good visible :p
