The rule is rather to avoid having a bunch of entries using the same picture as it clutters up the movie page. Duplicating the frame once or twice is not to be frowned upon. |

Well the fact that it is the exact same frame or that it moves by two pixels does not change anything. As Lateef said, it is to avoid having a bunch of identical pics on a movie page. So one duplicate from time to time is not a problem for rare vehicles and/or interesting vehicles and/or very visible vehicles. |
