 It's a Washington, DC, DC Circulator. I can't discern the fleet number, but according to Wikipedia they're all Van Hool, some A330, some A300: http://en.wikipedia.org/wiki/DC_Circulator

 A330, because of the flat roof. The newer A300L has a roof extension.
