 Looks like it's an Aprilia to me.

 It is the smaller 1949+ Ardea 4a serie. The Aprilia had an S-shaped front wing, and was never available with a one-piece rear window.
Both 3a and 4a serie of the Ardea had this big, one-piece rear window, but only the 4a serie had a white steering wheel.
