That's why I wasn't entirely sure it was CGI since this movie made in the mid 90s and thought it was more likely a miniature model. Ah yes, back in days when big budget action and sci fi movies weren't CGI fests. |

Fire doesn't billow horizontally, so they built the miniature cityscapes and then stood them upright with pyrotechnics at the bottom so the flames would appear to travel along the streets. |
