Due to the license plate, it's a 1991. FYI, FMC is just a coincidence, since it's not related to the FMC (Food Machinery Corp.), which made M113. FMC in Philippines means Francisco Motor Corp.,founded by Anastacio Francisco in the 1950s. The Anfra vehicle was introduced in 1989, and ended production by 2000-01. The name is an anagram of it's founder (Anastacio Francisco). The class BTW is a pickup;not a chassis cab, since this model is a whole unit.
