I'd say, it shall mean a "D"-sticker. What else? Note the fact, that these country-sticker were mandatory, when you were travelling abroad. They are still mandatory, when you have an old non-EU-style plate. This regulation goes for all EU-countries. How a country-plate has to look, was already ruled over 100 years ago, in 1909.
