 The Easi-Kleen wheels are a clue, this is either a Daimler DB17 or DB18 four door cabriolet, 1937 to 1940. Unless it's a Light 20, of course.

 Looks to be a DB-chassis car with the roof chopped off. Not a 20hp car.
