Not a Premier I can find, and i've never seen a Fiat with that grill. |

It's possibly homemade. Premiers (and Fiats) have a hard life in India. |

I think it is safe to call it a Padmini or a Fiat. Possibly just missing the grill piece despite it probably being a fairly newish car. |
