He is a indeed a ficticious character that has been created in the 1960s, shortly afterwards a Theatre of Jára Cimrman was established by the people who created the character. Recordings of the plays were aired on tv, usually the first half is dedicated to some new "discoveries" about his life, the second part is a play written by him. All of it is very humorous, usually deadpan - nobody from the theatre actually aknowledges that he is a fictious character.
