 Fake plate. Postwar style, but tractor was introduced in 1961 (when the black plates were issued) and ЭК didn't exist (only plate with Э was Estonia)

Not a fake.

Moskvichok says right - it's a 1965-standart Tractor license plate.
Special "тр-р" (abbreviated "трактор") distortion says about it.
