Don't know if anyone has brought this up, but all scenes in this movie involving the dog were filmed in Montreal, Quebec (Old Montreal). I believe the sign means Do Not Enter. |

Yeah, I assume it's because UK quarantine laws prevented them bringing the star dog to London. |

That was exactly the reason, I believe at the time it was a 6 month quarantine for the dogs...Old Montreal subbed nicely for a European city. |
