The breakdown is a little confusing because Canada and the USA differed with respect to the trim levels slightly. LE always had body colored bumpers 1999.5-2004 and yes these were officially sold as 1999 MYs per the VINs. We would not round up in this instance because the VINs 10th digits are actually X which would be a 1999.5. We have one listed on our site in Puerto Rico here.
