Both. "Vans with the optional opening windscreen had wipers mounted in the header rail. Non opening screen cars had wipers mounted in the scuttle." "Ford Popular and the small side valves" by Dave Turner.

However the book also states that the chrome front bumper became an option in October 1951. Presumably Ford had a pile of Anglia stocks to get rid of.
