First letter O first issued late 1988, in combination with these taillights and headlamps probably a 1989 only.
OJA460 on a Volvo XC60 since 2016-11-29.

 1989+ is most probably correct. 1989 MY got different break saddles which meant it was impossible to mount the older 14" wheels on 1989+ cars. I learnt it the hard way when I renovated the braks on my 1988 740.
The rims with loads of small holes are 15" while the 14" had a few bigger ones.
