Sequence shown twice in this episode in satirical montages portraying political U-turns in October 2015 - no connection with the discussion or any identification. But it looked strangely familiar from additional comments here - /vehicle.php?id=845872 - which reuses footage from 8-minute 1969 British Transport Films "Motorsport Tries Motorail" feature - "the London & Torbay Motor Clubs compete for the 'Motorail Trophy' over 4-5 May 1968. The London club members are filmed travelling with their cars by train down to Newton Abbott, and competing against the Torbay club members ...." - from Link to "autoshite.com" some way down the page ...

 Issued Buckinghamshire, April 1967. Probably died before DVLA went computerised in 1980s

 What are trial competitions for cars? Gymkhana only? Something else?

 Gymkhana probably a good equivalent. Two types - first is shooting up very muddy tracks on hills as quickly as possible with penalty points for stopping/stalling/sliding backwards (eg see some of the entries at /movie.php?id=1004516485 ) while the second is driving round obstacle course on tarmac with reversing, J-turns, tight corners, weaving in and out of bollards and cones etc. So something short with 4-wheel steering like this is - or should be - ideal. Both were popular 1950s things when petrol was rationed so baby cars with baby engines were popular low-speed fun.
