Even on the clearer view of this scene, it's impossible to see if this truck has the 1940 small park lamps on the fender. However, looking at the front end twice, the upper grille rod / horizontal hood end trim seems to be as thin as the one of a 1939 model and not as thick as the one of a 1940 truck... But a VD would mean a 1939 only dual rear wheel model with a 158"/4.03 m wheelbase, the two latter details being a bit difficult to identify here 1939-40 ½-ton to 1½-ton trucks share the same cab, but what seem to be square bumper ends would indeed indicate a heavy-duty model. Which means that this truck has been sold as Heavy-Duty, like for the following 'Art Deco' truck line: (1939 Chevrolet ad excerpt.
