He looks like Raine Lampinen, a great Finn rider of the time, and winner of Gardermo-Racet 1947. (The surroundings, especially the track, could very well be of an airfield.) The bicycle being then a Norton. Much, much later: it is a Norton. No telescopic fork, but plunger rear suspension make it a 1936+ motorcycle.
