I don't know this documentation, but the event looks much like the London-Brighton run. In the 2005 entry list I found a 1903 Napoleon 6HP single-cylinder two-seater. As it bears the same registration number (but on another plate located elsewhere, guess is close that this is the same car. Despite it's name, I think it's British.

Just found elsewhere mentioning of a "1917 Napoleon" from USA. I don't know if that is the same make.

It is not the same make as the American Napoleon. This one is indeed of UK origin but is in fact a french Lacoste et Battmann of Levallois , Seine , 6 hp single cylinder based car sold in the UK under the Napoleon name by Bernard Neave of Richmond Surrey only in 1903. The Lacoste et Battmann cars were licensed to other UK companies as Gamage and Speedwell & Jackson. De Dion 6hp or Aster 7 hp engines were used.
