 Bit fuzzy to be able to be quite precise, but as the driver is at roof level and is at the front of the vehicle, and the vehicle seems to be front wheel drive, I think this is a cca 1897 EVC (Electric Carriage & Wagon Co) Front Driving Brougham Electric Taxi. Their slightly later Square Front Brougham had the motor in the back wheels. Most other electric taxis at the time had the driver sitting at the back.
