Windows configuration and ths thing on the front wall (which looks like headlamps) are very like in mentioned Fiat / Van Hool-Fiat. But not a little strange in France back then? After all there was quite a few local made bus bodies of this size... EDIT: OK, I've just seen other pics (it is Belgium) and it is enough similar to Van Hool Fiat.
