 It's a police "divisional van" - effectively, a "panel van" with a one-piece rear door instead of tailgates. Used for transporting prisoners / suspects.

This one was a unique body style, custom-built for Victoria Police by Ford's "Bodycraft" division. Ford's own vans in that model had a lower roof-line.
