This is a postwar US Packard Custom Eight Long wheelbase seven passenger sedan by Henney 1948-9( Model 2226 of the 22nd series).There were no Packards 180 after the war.

No. There is absolutely no evidence of Packard giving dies or plans to the Soviets.

There is, however, ample evidence of the Soviets reverse engineering a 180 to design the ZiS 110.

If you look at the 180 and 110, they look nothing like the Custom Eight.
