The low budget mini-series, just two parts (58 & 60 minutes).
However I found single-piece version, that's why no time stamps.
The action set 1983-1987 but they didn't bother correct vehicles on streets.

It could be a death person : a friend of mine is a regular cyclist. Stopped at the red light, and despite the common belief that deaf people perceive the vibrations of intense sounds, he hadn't noticed that an ambulance had activated its siren right next to him (instead of overtaking him, the driver waited for a passer-by to signal to my friend that something was happening behind him!).

In this case, it's more surprising to watch that the crew was unable to stop a pedestrian ! (but you wrote : "low budget" :D )

 I'd say the actors just used guns 100% silently.
The sound & blast of shots were added postsync. :lol:
