No. Because of the film's pro-Dalai Lama sentiment, the Chinese government would not have allowed filming in Tibet. That scene is a visual effects shot incorporating a photo or painting of the Potola Palace. There are now more buildings and a wide road in front of the palace. http://en.wikipedia.org/wiki/Image:Potala.jpg A crew did film inside Tibet, but this was done completely secretly and not revealed until several years after the film was released.
