The movie opens with a montage of emergency vehicles (cop cars and fire trucks) dashing out of their garages, but a superimposed horn throughout makes for no usable images. I thought this was stock footage Hollywood reused repeatedly, but in a quick search I didn't find it. Pretty sure the car is a Buick.
