 I was interested in this as my next "Russia plays US" movie...until I realized they'd moved the entire setting to contemporary Moscow Oblast.

 Although, was it filmed in Lithuania? The cars all have ЛИ and ЛЛ plates.

 Yes. I found the film on YouTube and the end credits say that it was filmed in Žasliai in Kaunas County. (I managed to find it by transliterating with Google Translate and searching on Russian Wikipedia.)
