Quite entertaining spy story, however spoiled by (exaggeratedly bad) East German (un)reality.
Written & screenplayed by someone who didn't know what was really alike.
Many times it comes too close to the pastiche.

 The action was mostly set in East Germany (East Berlin), however filmed in France only.
That's explaining the deep & chronic shortage of correct vehicles. No single Trabant ever!
