Same looking passenger microbus was back then named GHT 6470 (where "70" is possible typo in literature) or GHT 6490 B or GHT 6491. If it is some more special police vehicle, it also can be GHT 5-something, I guess - judging by the Chinese cars naming scheme. Anyway as they made some vehicles also before 1990s I'd list it as Hangtian GHT 6-series.
