 This vehicle is a 1934 MG PA not a TC, I know this because I supplied this car to the production company for the episode 'Eagle Day' on Foyles War.

 The headlamps are covered, as required by blackout rules during the Second World War. There is a narrow slit in the cover that allows a small amount of light through.

 The masks were supposed to make headlights invisible from overhead (to bombers, for instance) while providing enough light to drive by. In fact they were probably ineffective on both counts - certainly casualties in vehicle/pedestrian accidents increased considerably in the blackout.
