This looks like something more accustomed for Mass Transit systems with elevated lines.

My guess would be that it's for repairing tram or trolleybus wires.

later when the trollbus was withdrawn, these types of vehicles were kept on for tree lopping purposes..then refitted as tow trucks. originally, the vehicle would have been a bus, then converted to a mobile platform when withdrawn from service.

In the USA what they would do is get heavy-duty trucks and add customized utility bodies with the kinds of vertical lifts that you see on this one, combined with towing booms in the back for buses. Chicago Transit Authority apparently has a bunch of these, but there are other systems with trucks like that as well. Here's a book with a few of them:

Most likely a smaller Scammell, like a this 45CD from 1945:

It was powerful enough to pull the empty low-loader.
Loaded the hauliers probably still used road locomotives, one or more, depending on the load's weight:

The earlier Guy Wolf chassis as determined by Liverpool's probable filming loctation.

The tower wagon is different in some details but the diagonally placed ladders look the same so possibly later than 1939.

Because Guy Motors was a major manufacturer of trolley buses, it must have been almost inevitable for the company to produce a vehicle to assist in the maintenance of overhead wires, and street lights. The 3-stage hydraulically operated tower wagon was designed to give an extended working platform height of 25 feet, and a minimum closed height of approximately 13 feet.
