This is with high likelihood VS-69, the Traction Avant of the Riga Automobile Museum. Link to "scontent-dus1-1.xx.fbcdn.net" Link to "scontent-dus1-1.xx.fbcdn.net" Wheels are painted yellow in an attempt to look like the 1948+ four hole wheels, but are in fact the earlier style. The script on the spare is typical of a Slough-built Traction, but this is not one as it does not have bullet-shaped parking lights. Steering wheel is black (July 1949 onwards) and the crankhole is chromed - if it has been from the start it would be 1950. Overall, I'm going to say 1950-52 11 B.
